The biggest technological disturbances in the work of the electric grid complex occurred in Pskovenergo branch of the Company in the period between November 30, 2012 and December 2, 2012.

In the period between November 30, 2012 and December 2, 2012 the Pskov Region was under the influence of large slow-moving cyclone and the related system of atmospheric fronts. In the northern districts of the region heavy snowstorms, snow drifting and wind gusts of 15-21 meters per second were observed. In central and southern districts wet snow, freezing rain and icy rain were observed. These natural disasters caused mass technological disturbances of energy supply to consumers.

Only on November 30, 2012 in Opochetsky and Krasnogorodsk districts 14 OL-10 kV and 152 TSs with the total installed capacity of 15,292 kVА went offline, 6 socially important facilities experienced power outages, in Pustoshka district 4 OL-10 kV and one TS with the total installed capacity of 1,208 kVА went offline, in the Ostrov and Pytalovo districts 12 OL-10 kV and 131 TSs with the total installed capacity of 12,509 kVА went offline, 14 socially important facilities experienced power outages, Pushkinogorsk and Novorzhev districts experienced an emergency shutdown of 510 TSs with the total installed capacity of 44,604 kVА, the Bezhnitsy and Lokni districts experienced an emergency shutdown of 452 TSs with the total installed capacity of 39,914 kVА.

From December 1, 2012 to December 2, 2012 the Novorzhev and Pushkinogorsk districts experienced an emergency shutdown of 143 TSs with the total installed capacity of 15,210 kVА, the Bezhnitsy and Lokni districts experienced an emergency shutdown of 208 TSs with the total installed capacity of 19,690 kVА, in the Pytalovo district 10 OL-10 kV, 142 TSs with the total installed capacity of 13,817 kVА went offline, 16 socially important facilities experienced power outages.

From 8:00 am on November 30, 2012 by the decision of the Headquarters of JSC IDGC of the North-West in Pskovenergo branch a special operation mode (SOM) was introduced. A joint work of the Headquarters of Pskovenergo branch of JSC IDGC of the North-West and the Center for Ensuring Safety of Electric Supply of the Pskov Region headed by Deputy Governor of the Pskov Region A.V. Kuznetsov, with the participation of Director General of JSC IDGC of the North-West S.G. Titov, heads of committees of the Administration of the region and Rosgidromet (Federal Service for Hydrometeorology and Environmental Monitoring), was organized.

Rescue and restoration operations (RRO) and interaction with the Ministry of Emergency Situations for the Pskov Region, local self-regulated authorities, subdivisions of the Department of Internal Affairs were organized, a decision on moving additional brigades from neighboring production subdivisions to the most affected areas was made in order to coordinate activities for liquidation of consequences of the "icy rain" which caused mass technological disturbances in energy supply to consumers, work of the Headquarters of the electric grid complex headed by Chairman of the Management Board of JSC FGC UPS O.M. Budargin was organized. The total of 18 meetings of the Headquarters was held.

The following top-priority tasks for restoration of the energy supply in the region were determined in the meetings of the Headquarters and the following decisions were made:

  • on appointment of responsible employees by activity areas;
  • on activation of work with regional authorities on matters of electricity supply restoration;
  • on replenishment of emergency stock and additional measures for material and technical support of RRO;
  • on financial support of RRO;
  • on regrouping forces and means for the purpose of maximum reduction of the time for restoration of electricity supply to residents of the region, enterprises and entities;
  • on improvement of organization of repair and restoration works;
  • on attraction of additional forces and means;
  • on ensuring replenishment of the reserve of materials, tools, equipment, first of all, supports, cross-arms, chainsaws, directly to the place of performance of works;
  • on ensuring high emergency readiness on facilities taken out for repair;
  • on organization of restoration of electricity supply in a 24-hour mode, using in the nighttime lighting installations available in Pskovenergo branch of JSC IDGC of the North-West and brought by brigades from other regions;
  • on connection of consumers using emergency electric power sources (EEPS);
  • on clearing roads to settlements remained without electricity;
  • on taking preventive measures for prevention of possible technological disturbances

All decisions of the Headquarters were fulfilled.

Brigades from the following companies and organizations were engaged in the performance of RRO: Novgorodenergo and Karelenergo branches of JSC IDGC of the North-West, MEG of the Center, MEG of the North-West, branches of JSC IDGC of the Center — Smolenskenergo, Yarenergo and Bryanskenergo, JSC Moscow Unified Electric Grid Company, JSC Electrosetservice, CJSC EFESk, LLC Ven de Lin and others. Forces of the Ministry of Emergency Situations of the Pskov Region and resources of enterprises and entities of the region were engaged in clearing the OL sites from fallen trees and trees threatening to fall.

The total of 24 third-party contracting organizations was involved in works for liquidation of consequences of mass technological disturbances. In addition, the Administration of the Pskov Region and the Ministry of Emergency Situations engaged 38 wood choppers, 17 rescuers and 7 special equipment units in the RRO for liquidation of consequences.

All consumers were supplied either through the normal supply scheme or from emergency electric power sources (EEPS) on December 5, 2012.

In the course of performance of rescue and restoration works the maximum number of generators (EEPS) engaged in the restoration of electricity supply was 95. In aggregate, 98 settlements with the total population of 1,237 people and 18 socially important facilities were supplied using the EEPS. Thereafter, works for full clearing of OL sites from heaps of trees and elimination of damages on certain overhead lines continued.

By the decision of the Headquarters of Pskovenergo branch of December 17, 2012 SOM was cancelled and the functioning of the branch continued in the increased readiness mode (IRM).

Rescue and restoration operations continued until December 25, 2012, when the IRM was cancelled by the decision of the Headquarters of Pskovenergo branch.
