The operational and technological management (OTM) is designated to increase reliability, efficiency and effectiveness of activities of electric grids by means of improvement of organization of operational and technological management, implementation of up-to-date methods and technologies, and use of best practices in the electric energy industry relating to operational and technological management.
The goal of OTM is to ensure uninterrupted supply of electric energy to consumers, transportation of electric energy through the grids with minimum loss and maximum reliability and quality, safety of equipment, minimization of damage caused by technological failures, and avoidance of technological failures due to employees' fault.

Development of Network Management Centers
All branches of JSC IDGC of the North-West have Grid Control Centers (GCC). Since August 1, 2011, due to the changes in the structure of JSC IDGC of the North-West (Order No. 318 of July 26, 2011), the functions of GCC in the Company's branches have been performed by Operational and Technological Management Departments (OTMD). On August 1, 2012, in accordance with Order No. 375 of JSC IDGC of the North-West of July 20, 2012, the Regulation on GCC of JSC IDGC of the North-West came into force, which set the organizational and functional model and legal grounds for activities of GCC of branches of JSC IDGC of the North-West.

The tasks performed by GCC within the framework of operational and technological management can be divided into two groups: operating and non-operating.
The key tasks of OTM operating functions include the following:
- management of electric grid modes;
- organization and implementation of emergency prevention actions;
- arrangement of taking electric grid facilities and devices out of service for repair and operational maintenance.
The OTM tasks relating to the performance of non-operating functions (oriented on ensuring the performance of information and analytical activities) include the following:
- ensuring compliance with regulations on communication of current information on technological failures and accounting information;
- ensuring exchange of current information on emergencies, technological failures, impacts of unfavorable acts of nature and climate, fire and accidents at facilities of JSC IDGC of the North-West with regional subdivisions of JSC SO UES, JSC FGC UES, the Ministry of Emergency Situations of Russia, Rostekhnadzor;
- monitoring, prompt analysis and forecasting of development of the current situation in the electric grid complex on the basis of information received under normal conditions of functioning of the electric grid and in case of emergencies, technological failures, impacts of unfavorable acts of nature and climate and during extraordinary periods of electric grids functioning (storm and thunder period, flood, extremely low temperature, etc.);
- preparation of reports and certificates on current situations;
- operative control over the performance and analysis of the efficiency of decisions made on elimination of consequences of emergencies, technological failures, impacts of unfavorable acts of nature and climate;
- control over the accuracy of current information;
- identification of grid limitations in activities of the electric grid complex on the basis of the analysis of operative information in accordance with the requirements to the scheme and mode reliability;
- preparation of proposals on measures to increase the reliability of functioning of the electric grid complex;
- participation in the planning of reconstruction and commissioning of new electric grid facilities, centralization of planning of a schedule for repair of electric grid facilities;
- control over volumes of emergency control automatics and identification of means of automatic regulation installed at the facilities of JSC IDGC of the North-West, jointly with the branch of JSC SO UEG;
- calculation of current and future modes of operation of electric grids for substantiation of commissioning of new facilities or equipment and organization of electric grid in branches of JSC IDGC of the North-West;
- consideration and approval of applications for operational condition modification, inclusion of new equipment of power plants, substations and energy transmission lines;
- approval of normal schemes of electric connections;
- approval of schedules of emergency limitation of consumption.
In 2012 the Company continued to implement the project for creation of a system of operative and control management of JSC IDGC of the North-West at workplaces of on-duty employees of the Subdivision of Operational Management of Grids (OTMD SOMG) of JSC IDGC of the North-West. Within the framework of the project, data collection from operative information complexes of all branches of the Company was organized (over 3,000 telemeasurements and 1,600 telesignals were conducted), which substantially simplified monitoring of the condition of energy facilities as well as weather conditions in the servicing territory.
Design, engineering research and development works of the technological working project of the information display system on the basis of video cubes (video wall) of the control panel of OTMD SOMG with connection to OIC RSDU-2 (Distributed System of Diagnostics and Management 2) were carried out.
In order to increase the efficiency of decision-making in the course of performance of rescue and recovery operations for elimination of complex technological failures, incidents and emergencies in electric grid complexes of branches of JSC IDGC of the North-West and to promptly notify the management of JSC IDGC of the North-West, JSC IDGC Holding, federal executive authorities and other interested organizations about the course of rescue and recovery operations, the Company issued an order for putting an automated management system for distributed resources in performance of rescue and recovery operations (RRO DRMS) into permanent operation.
During the reporting period JSC IDGC of the North-West developed and implemented guidelines for organization of operational and technological management taking into account specific features and structural peculiarities of the Company:
- Addendum No. 2 to Agreement No. SDU05/2010 for Technological Interaction between JSC SO UEG and JSC IDGC of the North-West for assurance of reliability of functioning of UEG of Russia of February 1, 2011;
- Regulation on Provision of Current Information on Technological Failures and Emergencies in the Distribution Electric Grid of the North-West;
- Provision on the Procedure for Maintenance of Electric Connection Schemes at Control Points of Regional Electric Grids;
- Provision on the Grid Control Center (GCC) of JSC IDGC of the North-West.
